Subcontract Administrator II / III (W2 Contract)

About the Opportunity
Our client, a leader in advanced aerospace and manufacturing programs, is seeking a Subcontract Administrator II or III to support complex subcontract management and supplier relationships. This position focuses on administering high-value subcontracts, managing large component procurements, negotiating long-term supplier agreements, and overseeing milestone-based Statements of Work (SOWs).
The ideal candidate will have strong subcontract administration experience, supplier relationship management skills, and the ability to independently manage complex agreements in a fast-paced, highly regulated environment.
Key Responsibilities
Subcontract Administration
- Manage the full lifecycle of complex subcontracts from solicitation and award through closeout.
- Administer subcontracts for large fabricated assemblies, structures, pressure vessels, and other major components.
- Develop and evaluate Requests for Proposal (RFPs), supplier proposals, and cost/price analyses.
- Ensure subcontract activities comply with company policies and contractual requirements.
Large Component Procurement
- Lead procurement and subcontract administration activities for high-value components and major structures.
- Coordinate with engineering, quality, and program teams to establish technical requirements and acceptance criteria.
- Support long-lead procurement strategies and supplier capacity planning for critical hardware.
Long-Term Agreements & Master Service Agreements
- Negotiate, establish, and administer Long-Term Agreements (LTAs) and Master Service Agreements (MSAs).
- Develop pricing structures, volume commitments, and supplier performance frameworks.
- Manage renewals, amendments, and ongoing supplier performance requirements.
Terms & Conditions Management
- Draft, review, and negotiate subcontract terms and conditions.
- Ensure appropriate contractual flow-down requirements are incorporated into supplier agreements.
- Collaborate with Legal and Contracts teams to resolve complex contractual matters.
Milestone-Based Statement of Work Management
- Develop and administer milestone-based Statements of Work (SOWs).
- Establish performance milestones, deliverables, and associated payment schedules.
- Monitor subcontractor performance and manage milestone acceptance and payment authorization.
Supplier & Stakeholder Management
- Build and maintain strong relationships with key suppliers and subcontractors.
- Resolve performance issues, schedule delays, scope changes, and contract disputes.
- Conduct supplier performance reviews and support continuous improvement initiatives.
- Partner with internal stakeholders to align procurement activities with program objectives.
Compliance & Documentation
- Maintain complete and accurate subcontract documentation.
- Support audits, compliance reviews, and reporting requirements.
- Ensure procurement activities comply with applicable regulations and contractual obligations.
Required Qualifications
- Bachelor’s degree in Supply Chain, Business, Engineering, or related field, or equivalent experience.
- Level II: 3+ years of subcontract administration, procurement, purchasing, or contract management experience.
- Level III: 5+ years of subcontract administration, procurement, purchasing, or contract management experience.
- Experience administering complex subcontracts and supplier agreements.
- Experience negotiating terms and conditions and managing supplier contracts.
- Familiarity with milestone-based Statements of Work and performance-based payment structures.
- Strong negotiation, analytical, communication, and organizational skills.
- Experience with ERP/procurement systems such as SAP, Oracle, Coupa, or similar.
- Ability to manage multiple priorities in a dynamic and fast-paced environment.
Preferred Qualifications
- Experience procuring large components or major structures, including cryogenic tanks, pressure vessels, or large fabricated assemblies.
- Experience in aerospace, defense, space, automotive, or other highly regulated manufacturing environments.
- Experience negotiating and administering Long-Term Agreements (LTAs) and Master Service Agreements (MSAs).
- Knowledge of procurement compliance requirements, including ITAR/EAR.
- Professional certifications such as CPSM, CPM, CFCM, CPCM, or equivalent.
