Summary
The Business Analyst 3 serves as a senior-level analyst responsible for supporting agency initiatives through comprehensive requirements gathering, data analysis, testing leadership, and stakeholder collaboration. This role works closely with business users, technical teams, and project stakeholders to identify business needs, analyze data, define system requirements, and ensure successful implementation of solutions. The incumbent acts as a liaison between business and technical teams, facilitating communication and driving project deliverables from planning through testing and implementation.
Key Responsibilities
Requirements Gathering (30%)
- Collaborate with stakeholders to elicit, analyze, document, and validate business and functional requirements.
- Conduct interviews, workshops, and meetings with business users to understand current processes and identify areas for improvement.
- Develop and maintain requirements documentation, business process flows, use cases, and functional specifications.
- Ensure requirements are clearly communicated to project teams and aligned with business objectives.
- Manage requirement changes and maintain traceability throughout the project lifecycle.
Data Mapping & Data Analysis (30%)
- Analyze business data and system information to identify trends, risks, gaps, and opportunities for improvement.
- Perform data mapping activities between source and target systems to support system implementations and integrations.
- Validate data integrity and ensure data transformation requirements are properly documented.
- Work with technical teams to define and verify data conversion and migration requirements.
- Develop reports, analyses, and recommendations to support business decision-making.
Testing Lead / Tester (30%)
- Lead testing activities throughout the project lifecycle, including planning, coordination, execution, and reporting.
- Develop and review test strategies, test plans, test cases, and testing documentation.
- Coordinate and support User Acceptance Testing (UAT) efforts with business stakeholders.
- Execute functional, integration, and system testing to validate that solutions meet documented requirements.
- Track, document, and manage defects through resolution.
- Ensure all testing deliverables are completed and project quality standards are met prior to implementation.
Meetings & Stakeholder Collaboration (10%)
- Facilitate project meetings, requirements sessions, testing reviews, and status updates.
- Communicate project progress, risks, issues, and recommendations to stakeholders and leadership.
- Collaborate with project managers, developers, quality assurance teams, and business users to ensure alignment on project objectives.
- Prepare meeting agendas, documentation, and follow-up action items.
- Participate in cross-functional teams to support project planning and execution.
Required Qualifications
- Bachelor’s degree in Business Administration, Information Systems, Computer Science, or a related field; or equivalent work experience.
- Experience gathering and documenting business and system requirements.
- Strong data analysis and data mapping experience.
- Experience leading or participating in software testing and User Acceptance Testing (UAT).
- Knowledge of the Software Development Life Cycle (SDLC).
- Strong analytical, problem-solving, and critical-thinking skills.
- Excellent verbal and written communication skills.
- Ability to manage multiple priorities and work effectively with diverse stakeholder groups.
Preferred Qualifications
- Experience working within government or public-sector organizations.
- Experience with system implementations, integrations, or data migration projects.
- Familiarity with project management and business analysis methodologies.
- Experience utilizing requirements management and testing tools.
- Knowledge of Agile, Waterfall, or hybrid project methodologies.
