Artificial Intelligence (AI) Implementation Specialist
Location: Fully onsite – 12240 Imperial Hwy., Norwalk, CA 90650
The AI Implementation Specialist works under the direction of an IT Manager, Project Manager, Department Executive, or user agency personnel. This classification specializes in helping a department evaluate, plan, implement, govern, and mature the use of artificial intelligence (AI) across its business and operational functions. The role is advisory and implementation-focused: the Specialist assesses organizational readiness, identifies high-value AI use cases, designs implementation roadmaps, establishes responsible-AI and governance practices, delivers proofs of concept, and transfers knowledge so internal staff can independently sustain and expand AI capabilities. Application development is one of several domains in which AI may be applied; it is not the primary purpose of the classification. The AI Implementation Specialist is responsible for partnering with department leadership, business owners, and technical staff to translate operational needs into practical, responsible AI solutions. Typical engagements include AI readiness and opportunity assessments; use-case identification and prioritization; implementation and adoption planning; governance and risk recommendations aligned to recognized frameworks such as the NIST AI Risk Management Framework; proof-of-concept and pilot delivery; measurement of AI adoption and business value; and structured knowledge transfer to County staff. The AI Implementation Specialist will assess existing business processes and technology environments; identify appropriate and responsible uses of AI; recommend enterprise AI platforms, tools, and integration approaches; design and oversee proofs of concept and pilots; establish prompt, data-handling, validation, and quality standards; evaluate AI outputs for accuracy, security, privacy, bias, and maintainability; prepare documentation, standards, and training materials; and build internal capability through hands-on knowledge transfer. Where a Use Case involves software, the Specialist advises on and may help stand up AI-assisted development workflows and validate AI-generated work products, coordinating with application developers and technical teams as needed. The AI Implementation Specialist will apply AI tools in a controlled, policy-compliant manner, ensuring that all AI-enabled work products and recommendations are reviewed, tested, secure, ethical, and aligned with County and departmental standards, security requirements, privacy obligations, and accessibility standards. The AI Implementation Specialist will facilitate workshops and stakeholder sessions; provide and receive constructive feedback; prepare clear documentation, reports, briefings, and training materials; and work collaboratively with internal staff to ensure knowledge transfer and the continued, independent use of AI.
Skills Required The AI Implementation Specialist will possess knowledge and experience with enterprise AI implementation, generative AI, large language models, and AI agents, including platforms such as Microsoft Copilot, Azure OpenAI, ChatGPT, Claude, Google Gemini, or comparable enterprise AI services. The AI Implementation Specialist will possess knowledge and experience conducting AI readiness assessments, business-process analysis, AI use-case identification and prioritization, implementation road mapping, and AI adoption and organizational change management. The AI Implementation Specialist will possess knowledge and experience with AI governance and responsible-AI practices, including risk management aligned to the NIST AI Risk Management Framework, data privacy, information security, bias and fairness review, human oversight, and validation of AI-generated work products. The AI Implementation Specialist will possess knowledge and experience with prompt engineering standards, reusable prompt and pattern libraries, workflow and process automation, and productivity and collaboration platforms such as Microsoft Power Platform and Power BI. The AI Implementation Specialist will possess knowledge and experience in integrating AI into existing business and technology environments, including data sources, enterprise applications, identity and access management (e.g., Microsoft Entra ID), and cloud services such as Microsoft Azure. Familiarity with the software development lifecycle and with AI-assisted development tools (e.g., GitHub Copilot, Cursor) is beneficial where application development is one of the targeted use cases. The AI Implementation Specialist will possess knowledge to develop standards, documentation templates, technical and executive briefings, training curricula, and knowledge-transfer materials that enable staff to independently sustain AI capabilities, and to define and measure AI adoption, performance, business value, and return on investment, recommending continuous-improvement actions. The AI Implementation Specialist will have clear oral and written communication skills, establish and maintain cooperative working relationships with those contacted in the course of the work, and communicate effectively with both executive and technical audiences.
Experience Required
- This classification requires a minimum of five (5) years of experience within the last seven (7) years leading or supporting enterprise technology, digital transformation, or organizational technology-consulting initiatives, including the assessment, planning, implementation, and adoption of new technologies.
- A minimum of three (3) years of experience must include the evaluation, implementation, and integration of artificial intelligence, generative AI, or intelligent automation solutions to improve business operations, service delivery, staff productivity, decision-making, or software delivery.
- At least two (2) years of experience must include developing AI strategies, readiness or opportunity assessments, implementation roadmaps, governance or responsible-AI recommendations, and executive-level recommendations.
- At least two (2) years of experience must include designing and delivering AI proofs of concept, pilots, or production implementations, and validating AI-generated or AI-assisted work products for accuracy, security, privacy, and fitness for purpose.
- At least two (2) years of experience must include partnering with executive leadership, business owners, project managers, cybersecurity staff, infrastructure teams, business analysts, and/or application developers on information technology initiatives.
- At least one (1) year of experience must include providing training, facilitation, mentoring, documentation, or knowledge transfer to technical and non-technical staff to build internal capability.
Education Required
- This classification requires possession of a bachelor’s degree in Computer Science, Information Systems, Information Technology, Artificial Intelligence, Data Science, Business Analytics, Public Administration, Organizational Change Management, or a closely related field. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
- A master’s degree in a closely related field may be substituted for one (1) year of the required general experience.
