Summary
The primary objective of this engagement is to serve as the IT Project Manager for the Bureau of Community Health Systems (BCHS), leading the implementation of an Electronic Health Record (EHR) for 59 State Health Centers (SHCs) and clinical staff in BCHS, the Bureau of Immunizations (BOI), and the Bureau of Communicable Diseases (BCD).

The Project Manager is a senior-level resource with specialized knowledge and experience in EHRs, health informatics, and health IT. The PM will have proven experience leading large-scale projects through successful implementation and experience planning for organizational change management (OCM).

Requirements

  • Experience with the implementation of an Electronic Health Record (EHR) system where the customer was employing a paper-based charting system.
  • Possess a Project Management Institute (PMI) Project Management Professional (PMP) certification for a minimum of five (5) years. A valid copy of the PMP certification must be submitted with the candidate submission.
  • Participate with Program Office staff in off-site meetings (i.e., State Health Centers), if required or requested.
  • Seven (7) to nine (9) years of relevant Project Management experience demonstrating the ability to perform the role effectively.
  • Experience with Organizational Change Management (OCM) with independent customers is preferred.
  • Experience with EHR and/or EMR, health informatics, and health IT.
  • Direct, administer, manage, and facilitate enhancements and business process reengineering efforts for developmental projects.
  • Ultimately responsible for the HHS DOH program implementation. The PM’s primary responsibility is to drive the entire effort from start to finish. The PM must ensure the project is completed on schedule, within the defined budget, and that the final product meets business, technical, and established quality requirements.
  • Familiarity with the five (5) Project Management Institute (PMI) process groups and their associated inputs and outputs that transform a project idea into a working product. The PM must rely on proven experience and judgment to plan and accomplish goals. Strong interpersonal skills are required when consulting with program areas and IT teams to define requirements, analyze issues, resolve problems, and gain agreement on recommended solutions.

Key Responsibilities

  • Direct, administer, manage, and facilitate enhancement, business process reengineering, or development of high-priority, high-profile, enterprise-wide information technology projects of strategic importance.
  • Accountable for activities with delivery cycles of 8 to 12 months.

Project Management & Planning

  • Manage, coordinate, and establish priorities throughout the full project lifecycle, including planning, design, programming, testing, and implementation.
  • Develop estimates for planning, analysis, design, construction, testing, and implementation activities.
  • Work with team leads to adjust and revise project estimates as needed.
  • Ensure revised project estimates are approved and agreed upon by the client.
  • Develop detailed Project Management Plans.
  • Obtain approval and sign-off for Project Management Plans from customer representatives and stakeholders.
  • Ensure delivery of all tasks identified within the Project Management Plan and Project Schedule.
  • Design project plans that identify needs and define major tasks and milestones based on scope, resources, budget, and personnel.
  • Ensure tasks provide value, support project strategy, and meet service commitments.
  • Manage and track project progress against approved schedules.
  • Monitor project milestones and phases, taking corrective action as necessary.
  • Monitor and track project budgets and advise stakeholders accordingly.
  • Plan, organize, prioritize, and manage multiple work efforts across project teams.
  • Communicate project timelines, milestones, target dates, work requests, and approved work packages to team members.

Monitoring, Reporting & Governance

  • Schedule and monitor status reviews, project inspections, and software quality assurance reviews.
  • Capture and report required project management metrics.
  • Analyze and distribute reports on project metrics and improvement measures.
  • Ensure all scope changes follow the approved Change Management Plan and are properly documented.
  • Create, review, and obtain approval for Communication Plans and Deliverables Matrices.
  • Prepare periodic project status reports for project teams, sponsors, leadership, and stakeholders.
  • Report status and recommendations to senior leadership as needed.
  • Follow HHS DC IT PMO methodology, standards, and procedures.
  • Provide input to support continual improvement efforts within the HHS DC IT PMO.
  • Conduct final project management evaluation reviews with stakeholders.
  • Provide weekly project updates following HHS DC Daptiv guidelines.

Stakeholder & Team Management

  • Mentor less experienced project management staff when needed.
  • Work closely with HHS DC IT Application, Data Warehouse, Informatics, Solution Management, Networking, Security, and Service Management teams.
  • Facilitate discussions between IT teams and vendors to ensure program requirements are met.
  • Build and maintain relationships with stakeholders and customer representatives.
  • Serve as the primary point of contact for project-related issues and resolutions.
  • Communicate effectively with customers and software and hardware suppliers.
  • Ensure team members understand how their work supports project objectives.
  • Balance workloads according to team capacity while proactively engaging management.

Risk & Issue Management

  • Anticipate and proactively address issues.
  • Identify, track, and manage project risks and issues through the use of a RAID+ Log.
  • Develop risk mitigation strategies and track risks through closure.
  • Engage management proactively regarding risks and issues.
  • Identify and manage project risks and develop mitigation strategies through completion.

Training, Testing & Implementation

  • Coordinate system testing with appropriate staff resources.
  • Deliver presentations as required.
  • Ensure project compliance with HHS DC standards and procedures.
  • Develop and facilitate achievement of project service commitments.
  • Plan, coordinate, and conduct training and orientation sessions.
  • Plan project-specific training and orientation needs.
  • Conduct peer reviews with appropriate project team resources.
  • Coordinate and present proposals as necessary.

Administrative Responsibilities

  • Complete weekly timesheet reporting in PeopleFluent/VectorVMS by close of business (COB) Friday.
  • Provide weekly personal status reporting via SharePoint by COB Friday.
  • Following HHS DC PMO guidelines, establish and maintain a project SharePoint site and utilize Microsoft Teams for key documentation.
