Delivery Lead II

About the Opportunity
We are seeking an experienced Delivery Lead II to oversee the successful delivery of technology initiatives across multiple teams and stakeholders. This role is responsible for driving projects from planning through implementation, ensuring alignment between business objectives and technical execution while maintaining scope, schedule, budget, and quality expectations.
The ideal candidate is a strong project delivery leader who thrives in a collaborative, matrixed environment and can effectively coordinate technical teams, business partners, vendors, and leadership stakeholders. This position requires the ability to work within Agile, Waterfall, and hybrid delivery frameworks while proactively managing risks, dependencies, and changing priorities.
Key Responsibilities
- Lead medium-to-large IT projects through the full project lifecycle, from initiation and planning through implementation and closure.
- Define project scope, develop delivery plans, and coordinate project estimates, resources, and schedules.
- Monitor project budgets, forecasts, vendor commitments, and delivery performance.
- Manage risks, issues, actions, and dependencies, including escalation and mitigation planning.
- Provide concise and effective executive-level project status reporting.
- Facilitate project kickoffs, planning sessions, status meetings, retrospectives, and lessons learned.
- Coordinate work across business, product, platform, technical, and vendor teams.
- Remove delivery roadblocks, resolve conflicts, and drive accountability across cross-functional teams.
- Support software development lifecycle activities, including release planning, testing, implementation readiness, and project closure.
- Ensure projects are delivered on time, within budget, and aligned to business objectives.
Required Qualifications
- Proven experience leading IT project delivery for medium-to-large technology initiatives.
- Strong knowledge of Agile, Waterfall, and hybrid project delivery methodologies.
- Experience using enterprise project management tools to manage plans, milestones, dependencies, risks, issues, and status reporting.
- Excellent communication skills with the ability to engage technical teams, business stakeholders, and executive leadership.
- Experience delivering healthcare IT initiatives and coordinating work across multiple technical disciplines.
- Ability to develop project scope, estimates, work breakdown structures, and integrated project schedules.
- Experience managing project financials, resources, vendors, and scope changes.
- Strong risk management, problem-solving, and decision-making capabilities.
- Experience working in matrixed environments and influencing teams without direct authority.
- Strong organizational skills with the ability to manage multiple projects and shifting priorities.
- Ability to quickly learn new tools, processes, and technologies.
Preferred Qualifications
- Experience managing projects spanning multiple technologies, business functions, or delivery teams.
- Experience collaborating with product owners, platform teams, and service owners to prioritize work and align delivery to business value.
- Experience with vendor management, statements of work (SOWs), contract deliverables, invoice reviews, or contingent workforce management.
- Knowledge of product management principles, value-stream planning, and outcome-based performance measurement.
- Experience working within regulated industries or enterprise environments with governance, security, compliance, and audit requirements.
- Knowledge of healthcare systems and processes, including:
- Claims
- Enrollment
- Billing
- Customer Service
- FACETS (preferred)
Education & Experience
- Bachelor’s degree in Information Technology, Business, Project Management, or a related field preferred. Equivalent professional experience will be considered.
- Preferred minimum of 5 years of IT experience, including at least 2 years of project management and/or team leadership experience.
- PMP, Certified ScrumMaster (CSM), PMI-ACP, SAFe, or equivalent certification preferred but not required.
